About the Dosti Network

Launched as a response to the August 2021 fall of the Afghan government, the Dosti Network was incorporated to evacuate families and connect them to information and resources they needed to resettle safely. We are committed to empowering Afghan families with the information and access they need to navigate resources to live safer lives. The Dosti Network serves both those looking to resettle and those staying in Afghanistan.

Meet our Founder

Summia Tora, Founder & Executive Director

Summia Tora serves as the founder and Executive Director of Dosti Network and spearheads strategy and development for the organization. The Dosti Network was borne out of Summia’s efforts to evacuate her own family in August 2020 from Afghanistan. 

As a social entrepreneur and woman’s rights activist, Summia has collaborated with the World Bank, United Nations University, Schmidt Futures and several other NGOs on issues related to girls’ education, refugee support and improvement of humanitarian aid access. Summia earned her undergraduate degree from Earlham College in Economics and Peace and Global Studies. Summia is Afghanistan’s first Rhodes Scholar and recently completed a Master’s of Public Policy at the Blavatnik School of Government, University of Oxford. She is currently pursuing her Masters in International Human Rights Law at the University of Oxford and helping Afghan families reach safety through the Dosti Network. She grew up as an Afghan refugee in Pakistan and has advocated and worked on inclusive and just refugee resettlement processes in the United States, Pakistan, and Greece.

  • Hera Jay Brown, Director of Case Management

    Hera Jay serves as the Director of Case Management for the Dosti Network.

    Hera Jay graduated from the University of Tennessee in 2018 with a self-designed degree. After graduation, she had the honor of working on LGBTQ+ Equality policy with the Biden Foundation in D.C. and as a teacher and Site Coordinator for the Refugee Youth Program in Tennessee. Hera Jay is a current Fulbright-Schuman Research Fellow to the European Union. Across Malta, Lithuania, Bulgaria, Cyprus, and Belgium, she is investigating how Golden Passport Schemes—national investment policies that offer citizenship in exchange for in-country investment—operate compared to other naturalization processes for refugees. Throughout all of her work and advocacy, Hera Jay has centered the advancement of justice, agency, rights, and protections for refugee communities. She is currently pursuing an MPhil in Development Studies at the University of Oxford.

  • Henry Wu, Director of Development & Fundraising

    Henry Wu serves as the Director of Development and Fundraising for Dosti Network and assists the CEO in developing the organization’s overall strategy.

    Currently, Henry is a graduate student in politics at the University of Oxford, where he studies as a Rhodes Scholar. He also researches human rights and emerging technologies at the Oxford Institute for Ethics, Law and Armed Conflict. Previously, he worked on forced migration and human trafficking issues at the Human Trafficking Legal Center and the Center for Strategic and International Studies (CSIS). His commentary has appeared in Foreign Policy and the Forced Migration Review.

  • Daine Van de Wall, Director of Communications & Outreach

    Daine Van de Wall serves as the Director of Communications and Outreach for Dosti Network and assists the CEO in strategy development and implementation.

    Currently, Daine is an active duty US Army officer reading for a Masters of Business Administration (MBA) at the University of Oxford through the Rhodes Scholarship. Previously, he completed his MSc in Global Governance and Diplomacy in the Oxford Department of International Development. His research interests focus on the evolution of UN peacekeeping operations, nascent forms of security alignments, and organizational leadership. His undergraduate education was completed at the United States Military Academy at West Point in the Department of Systems Engineering.

  • Ali Masoud Madadi, Director of Operations

    Ali serves as the Director of Operations for the Dosti Network and in that capacity, leads a team that strategizes and decides on allocation of resources of the network and how best to use them to serve those seeking our help.

    Born and raised in Afghanistan and educated in Afghanistan, Armenia, and the United States, Ali Masoud Madadi is currently finishing up his degree in Finance at the University of Rochester. He has previously worked with youth organizations and governmental bodies in Afghanistan on youth and education issues, and has founded and led peer-to-peer mentoring, and education consulting organizations that have helped secure educational opportunities for Afghan youth in prestigious schools and universities around the world including in the United States.

  • Liana Wang, Data Management

    Liana serves on the data management team for the Dosti Network.

    Liana is currently pursuing an MPhil in Political Theory at the University of Oxford as a Rhodes Scholar. She completed her undergraduate degree at Yale University where she majors in Economics. Liana’s research examines shifting patterns of inequality in the United States, and the impact of the tax and welfare system in addressing inequality. She has also conducted research on childcare and education, and is interested in housing and displacement. Liana serves as co-director of the Lowenstein Human Rights Project, a human rights law clinic at Yale, and has worked with asylum-seekers. A volunteer tax preparer, Liana assists low-income residents in New Haven in filing tax returns. She is also an award-winning columnist at the Yale Daily News. Liana is the first in her family to attend college and plans a career as an economist focusing on labor, public finance, and social policy.

  • Tash Lutz, Data Management

    Tash serves as one of the data management leads of Dosti Network.

    Tash is currently pursuing an MPhil in Environmental Change and Management at the University of Oxford as a Rhodes Scholar. She completed her honours in Environmental Science at the University of West Australia researching the sources and pathways of microplastics in the urban environment. Throughout her studies, Tash worked as a Lead Residential Advisor for students living on campus, and as an environmental scientist with the Water Corporation and GHD. She undertook numerous volunteering roles in the arts, academic tutoring, directing charity programs, and facilitating internship opportunities for university students. Tash is passionate about sustainable environmental management.
